The Anritsu MS2038C VNA Master is a handheld vector network analyzer combined with a spectrum analyzer in a single battery-operated, ruggedized instrument. As described on the datasheet, it provides broadband frequency coverage from 5 kHz up to 20 GHz on the VNA side and 9 kHz to 20 GHz on the spectrum analyzer side, addressing cable, antenna, component, and signal analysis needs from one platform. The instrument uses a true 2-path, 2-port architecture that automatically measures all four S-parameters with a single connection, and applies a 12-term error correction algorithm for corrected measurement accuracy.
The MS202xC/MS203xC family is built for field use across the applications the datasheet identifies: spectrum monitoring, broadcast proofing, interference analysis, RF and microwave measurements, regulatory compliance, and 3G/4G and wireless data network measurements. The MS203xC variants combine spectrum analysis with the VNA in a single tool intended for the harsh RF and physical environments of field test work, while the MS202xC variants are VNA-only configurations of the same platform.

Anritsu Corporation is a Japanese precision measurement company with roots stretching to 1895. In 1993 Anritsu acquired Wiltron, the US RF and microwave instrument maker, which gave Anritsu the network analyzer and signal source technology that contributed to the platform underlying the VNA Master family.
The VNA Master MS202xC/MS203xC family covers a common platform in two parallel branches. The MS202xC branch — MS2026C, MS2027C, and MS2028C — is a vector network analyzer only. The MS203xC branch — MS2036C, MS2037C, and MS2038C — adds an integrated spectrum analyzer to the same VNA core. Within each branch, the three models step up by VNA frequency ceiling: 6 GHz, 15 GHz, and 20 GHz.
The datasheet describes one shared architecture across all six models: a true 2-path, 2-port VNA with 12-term error correction, the same display, the same connectivity, the same optional capability set, and the same mechanical and environmental ratings. The differences between models reduce to two questions — how high in frequency does the VNA need to reach, and does the application require an integrated spectrum analyzer.

The MS2038C is the top of the MS203xC branch on this datasheet: VNA coverage from 5 kHz to 20 GHz combined with spectrum analyzer coverage from 9 kHz to 20 GHz in a single handheld unit. It is the configuration to specify when both VNA and spectrum analysis are required in the field at the highest frequency reach published for this platform.
Between the two branches, the practical difference is the spectrum analyzer. The MS203xC models add the spectrum analyzer performance section documented on the datasheet — DANL of -164 dBm in 1 Hz RBW, dynamic range >106 dB in 1 Hz RBW, phase noise of -106 dBc/Hz at 10 kHz offset at 1 GHz, and 1 Hz to 10 MHz resolution bandwidth — along with eligibility for the Interference Analyzer, Channel Scanner, Coverage Mapping, and AM/FM/PM Signal Analyzer options that are listed only against the MS203xC model numbers.
Within each branch, frequency reach is the differentiator. The 6 GHz models (MS2026C, MS2036C) cover bands up through standard wireless infrastructure; the 15 GHz models (MS2027C, MS2037C) extend into microwave; and the 20 GHz models (MS2028C, MS2038C) reach the top of the published VNA range.
