The Fluke 199C is a 200 MHz dual-input Color ScopeMeter from the Fluke 190C Series of handheld, battery-powered oscilloscopes. The instrument combines a high-performance oscilloscope, a 5000-count true-RMS digital multimeter, and a paperless TrendPlot recorder in a single ruggedized portable unit designed for field and bench use.

The datasheet identifies applications for the 190C Series in demanding measurement environments where engineers need full bench-scope capability in a handheld form factor. Industrial troubleshooting, installation work, and analysis of complex dynamic signals such as motor drive and control signals are the application areas the datasheet describes. Pulse-width-modulated motor drive and frequency-inverter measurement is called out specifically through the Vpwm ac and Vpwm ac+dc automatic measurement functions.

ValueTronics International has supplied new and pre-owned electronic test and measurement instruments since 1992 from our 20,000 square foot secure facility at 1675 Cambridge Drive, Elgin, Illinois. Every used instrument we offer is received, inventoried, inspected, and performance-tested in-house before listing. That direct chain of custody — instrument arrives at our facility, our technicians evaluate it, our staff lists it, our shipping team sends it out — is what separates ValueTronics from drop-ship resellers and pass-through brokers who never physically handle the equipment they sell.

Brand Heritage

Fluke Corporation was founded in 1948 by John Fluke Sr. and remains one of the most widely recognized names in electronic test and measurement. Fluke became part of Danaher Corporation, and its industrial test businesses were later separated into Fortive Corporation when Danaher spun off its industrial portfolio in 2016. The ScopeMeter product line has been continuously developed by Fluke since the original handheld combination oscilloscope-meter concept was introduced.

Compare Other Models in This Series

The Fluke 120 and 190 Series ScopeMeter families together cover a broad range of handheld oscilloscope requirements. The 120 Series (Fluke 123, 124, 125) is positioned by Fluke as a compact three-in-one industrial troubleshooting tool combining a 20–40 MHz dual-input digital oscilloscope with two 5000-count true-RMS digital multimeters and a paperless TrendPlot recorder, with up to seven hours of battery operation and a 600 V CAT III safety rating.

The 190C Series (Fluke 192C, 196C, 199C) and the 215C/225C add color displays, higher bandwidths from 60 MHz through 200 MHz, real-time sampling up to 2.5 GS/s per input, deeper memory of 27,500 points per input, FFT frequency spectrum analysis, automatic capture and replay of 100 screens, waveform compare with pass/fail testing, and independently floating isolated inputs up to 1000 V CAT II / 600 V CAT III between channels and ground.

Each model in the comparison table below is its own dedicated product page with pre-owned-matched pricing and availability. Click through to the specific model that matches your bandwidth, sample rate, and safety category requirements.

The Fluke 199C sits at the top of the 190C Series with 200 MHz bandwidth, 1.7 ns rise time, and 2.5 GS/s maximum real-time sample rate per input — the same headline performance as the higher-tier 225C/215C platforms but without the Bus Health Test capability that distinguishes those models. For users who need 200 MHz handheld bandwidth and the full feature set of the color ScopeMeter platform but do not require the industrial bus diagnostic functions, the 199C is the family's high-bandwidth choice.

Within the 190C Series, the three color ScopeMeters differ primarily in bandwidth and sample rate: the 192C provides 60 MHz bandwidth and 500 MS/s, the 196C provides 100 MHz and 1 GS/s, and the 199C provides 200 MHz and 2.5 GS/s. All three share the same 144 mm full-color LCD, the same 27,500-point ScopeRecord memory, the same FFT and waveform-compare functions, the same 1000 V CAT II / 600 V CAT III safety rating, and the same four-hour NiMH battery operation.

The 215C and 225C add Bus Health Test functions for industrial bus systems including AS-i, CAN-bus, Modbus, Foundation Fieldbus, Profibus DP/PA, Ethernet 10/100BaseT, RS-232, and RS-485. The 120 Series (123, 124, 125) is a separate platform with monochrome display, lower bandwidth (20–40 MHz), reduced sample rate, smaller memory (512 min/max points per input), and 600 V CAT III safety rating, but with a longer seven-hour battery life and lower weight (1.2 kg vs 2 kg). See the comparison table below for the model-by-model specifications.

Model Bandwidth Max Real-Time Sample Rate Display
192C 60 MHz 500 MS/s 14.4 cm Full Color LCD
225C 200 MHz 2.5 GS/s 14.4 cm Full Color LCD
225C/S 200 MHz 2.5 GS/s 14.4 cm Full Color LCD
215C 100 MHz 1 GS/s 14.4 cm Full Color LCD

Important: Maximum input voltage on the BNC input directly (input A or B) is CAT III 300 V. The 1000 V CAT II / 600 V CAT III rating applies to the 10:1 VPS200 probe tip and reference lead combination, not to the BNC connector itself.Important: PC and printer connection requires an optically isolated interface cable (OC4USB for USB or PM9080 for RS-232), which is sold separately or included in the SCC120/SCC190 kits.Important: For different ground potential measurements between inputs on the Fluke 120 Series, use the DP120 differential voltage probe or a Fluke 190C Series instrument; the 120 Series instruments have common grounds connected via self recovering fault protection.Important: Bus Health Test functionality is available only on Fluke 225C and 215C (190 Series) and Fluke 125 (120 Series).Important: Power and harmonics measurements are available only on the Fluke 125.Important: Cursor measurements are available only on the Fluke 124 and 125 (within the 120 Series).Recommended pairing: the SCC190 kit combines FlukeView software, the OC4USB optically isolated USB interface cable, and a hard-shell carrying case for use with the 190C Series.
